  2. Telegram Calls Throttled and Degraded

    Telegram voice calls in Russia have been restricted since August 2025 alongside WhatsApp. Users report degraded media loading and failed voice calls. Roskomnadzor confirmed the restrictions were implemented for fraud-prevention purposes.

  3. Signal, Viber, and Discord Already Blocked

    Signal was blocked in August 2024, Viber in December 2024, and Discord in October 2024. The list of blocked encrypted messaging platforms has grown steadily, leaving very few app-based options for international voice calls into Russia.

  4. VPN Use Increasingly Penalized

    While VPNs can still technically bypass some blocks, Russia passed new legislation in 2025 penalizing the use of VPNs to access blocked services. Many VPN providers have also been blocked by Roskomnadzor, making VPN-based workarounds unreliable and legally risky for people inside Russia.
